PROBLEM TO BE SOLVED: To provide a metal base material with a polymer film which has good mechanical characteristics and bonding force on the base material and provides low steam permeability by which corrosion of the base material and film releasing can be avoided. SOLUTION: There is provided the metal base material with a film having an ethylene/chlorotrifluoroethylene copolymer (E/CTFE) with the second melting point (Tm II) of 230-264 deg.C and a melt flow index (MFI) lower than 5g/10' as a base.
