SOLUTION: When a user purchases electronic money and uses the electronic money for settlement, a cash back amount is calculated in accordance with the settlement amount. The cash back amounts of all users are totalized every week and the total cash back amount is distributed to respective users in accordance with the totalized settlement amount of each user. Thereby the value of electronic money is increased in accordance with the frequency of its use.
