PROBLEM TO BE SOLVED: To provide a method of generating light or electromagnetic waves which is capable of efficiently generating electromagnetic waives of terahertz light, etc., and a generator for the same. SOLUTION: This generator for the light or electromagnetic waves has a photonic crystal 48 having a nonlinear optical effect and periodic dielectric constant distribution and a light or electromagnetic wave incident device for making the light or electromagnetic waves incident on the photonic crystal 48 from different directions. The light or electromagnetic wave incident device has a wavelength variable laser 41 for emitting a laser beam and a branching member 42 for branching the laser beam and transmitting the same to the photonic crystal 48.
