PROBLEM TO BE SOLVED: To realize a heat exchanger having high dehumidifying ability for providing a highly reliable washing and drying machine causing no insufficient drying or overdrying as the washing-and-drying machine sequentially controlling a series of processes of washing, rinsing, spin-drying, and drying. SOLUTION: Inside an outer tub 3 elastically suspended inside a case body 1, an inner tub 4 having the rotation center axis in the vertical direction is supported freely rotationally. A turning blade 6 is arranged freely rotationally in an inside bottom part of the inner tub 4, and the inner tub 4 or the turning blade 6 is driven by a motor 10. Hot air to be fed into the inner tub 4 by means of a hot air feeding means constructed of a drying blower 14 and a heater 15 is circulated through a hot air circulation passage 34 having a heat exchanger 32, and the heat exchanger 32 is cooled down by means of a cooling means constructed of a water cooling means, which is constructed of a water supply valve 31 and a water supply passage 33, and a cooling blower 27. The processes of washing, rinsing, dewatering, drying, and the like are controlled by means of a controller 36. The heat exchanger 32 is provided with a step-shaped water scattering part 35 on the inside face.
