PROBLEM TO BE SOLVED: To provide an environmental information system, device, method and program capable of managing information on industrial wastes, discharges other than industrial waste, and all other environmental loads. SOLUTION: The environmental information system which provides information on environmental loads by use of a communications network includes a server computer and a user computer connected to the server computer via the communications network. The server computer includes a means for providing the user computer with operator information about the operator entrusted with processing byproducts; a means for providing contract information about the entrustment; a means for providing a construction site; a means for providing information on a selective combination of operators; a means for issuing manifest forms and managing manifest forms information; and a means for totalizing and providing the manifest forms information and environmental load information from the user computer.
