PROBLEM TO BE SOLVED: To production of distortion by compression in the case of compressing an image comprising a plurality of division images by using a compression method of compressing the image in the unit of a plurality of blocks. SOLUTION: The structure of image data has a compressed image resulting from compressing image data in a form of a first block structure where the image data are spatially divided and secondary utilizing data of the image data having a second block structure independently of the first block structure.
