PROBLEM TO BE SOLVED: To efficiently dig earth below an existing piping for repair of a pipeline without damaging the surface of the pipe. SOLUTION: This device includes a body frame 12 towed by a wire rope 10; cutter supporting frames 15 and 16 rotatably supported against the front of the body frame 12 and each having a pair of rotary cutters 23 at its lower end, the rotary cutters 23 being opened and closed between one position where they are away from each other and the other position where they are close together; and sled supporting frames 19 and 20 rotatably supported against the rear of the body frame 12 and each having a pair of sleds 29 at its lower end, with the sleds being opened and closed between one position where they are away from each other and the other position where they are close together.
