PROBLEM TO BE SOLVED: To provide a method for easily removing nitrogen at a high removal rate and at a low cost while recovering a phosphoric resource at a high efficiency from a wastewater containing a high-concentration ammoniacal nitrogen and phosphor. SOLUTION: A method and a device for treating the wastewater containing nitrogen and phosphorus, wherein the wastewater containing the ammoniacal nitrogen and phosphorus is treated in a dephosphorization process that the crystal of magnesium ammonium phosphate is produced while the ammoniacal nitrogen and a magnesium ion are allowed to stay behind, in a first denitrification process that the ammoniacal nitrogen, nitrite nitrogen and/or nitrate nitrogen in an effluent of the dephosphorization process are partially denitrified as nitrogen gas, while the ammoniacal nitrogen is allowed to stay behind in the presence of independent nutritious nitrifying bacteria independent nutritious denitrifying bacteria under a slightly aerobic condition and/or an intermittent aeration condition, and in a second denitrification process that the ammoniacal nitrogen, the nitrite nitrogen and/or the nitrate nitrogen in the effluent of the first denitrification process are denitrified as nitrogen gas in the presence of the mycology of the independent nutritious denitrifying bacteria capable of utilizing a bound oxygen.
