PROBLEM TO BE SOLVED: To provide a method and apparatus for operating a reciprocating scum sweeper wherein when a mobile cart is not in a start position when the cart is stopped in e.g. the mid course of a rail due to a power failure and is started again, the cart is allowed to travel to the start position and is stopped. SOLUTION: A sensor LS1 senses a sensing plate 5B in the state in which a mobile cart 10 is in a start position E0 and the lower end of a scraper 5 is situated on the water surface W, and this serves as the start position E0. When a reciprocating scum sweeper 100 is stopped due to a trouble risen when the cart 10 is in a sweeping operation or in a return operation and is started again, whether the cart 10 is in the start position or not is confirmed. When the cart 10 is not in the start position, it is transferred to the start position, is stopped there, and its operation is started.
