PROBLEM TO BE SOLVED: To provide a radio communication system which can prevent the loss of a packet at hand over and perform packet transfer in a real time manner, even if the hand over is put into practice, and to provide a method of executing the hand over to be used in the radio communication system concerned. SOLUTION: A radio terminal 100 forecasts the No. of a packet at the time of executing the hand over and sends it to a base station 200(#1). The base station 200(#1) transfers the No. of a changeover packet to a switchboard 300. The switchboard 300 sends back packets addressed to the radio terminal 100 to the base station 200(#2) from the packet having the changeover packet No. in question. This way, the radio terminal 100 forecasts the No. of the packet to switch the base station, and informs the switchboard 300 of the No. in question.
