PROBLEM TO BE SOLVED: To provide a system, capable of data transfer which realizes an optimum packet processing according to the capability of a terminal. SOLUTION: Hierarchically coded data are stored as a payload, in packets to be sent out at data transmit site, priority information based on the hierarchical level of the coded data stored in the packets are given to a packet header, and the data receive side processes with reference to the priority information. According to the level of importance of the hierarchically coded data, the priority dependent on the application is given to an RTP payload header and also to an IP header. This enables optimum packet processing, according to the capability of a terminal and retransmission control, according to the hierarchical level of the coded data.
