PROBLEM TO BE SOLVED: To efficiently and easily prepare a plant dynamic characteristic model in a short time even if a person is not familiar to a plant dynamic characteristic program and a plant dynamic characteristic model. SOLUTION: The plant dynamic characteristic model construction system is provided with an display part 3 capable of displaying an element symbol including a first element symbol and a second element symbol for displaying elements usable at the plant; an input part 7 for designating the second element symbol to be bonded to the first element symbol displayed on the display part 3; a data base 6 having a rule for bonding the element symbols each other; an automatic production part 4 for judging whether or not the bonding of the first element symbol and the second element symbol is coincident with the rule in reference to the data base 6 while responding to the designation, bonding the first element symbol and the second element symbol on the display part 3 when it is coincident and showing the matter when it is not coincident to produce a plant model; and an element model data base 8 having an element model representing a characteristic of the element. The automatic production part 4 produces a plant dynamic characteristic model based on the bonding state of the first element symbol and the second element symbol and the element model.
