PROBLEM TO BE SOLVED: To provide a roller which has the friction property to be reproduced by the shape effect of an elastic roller and the wear resistance to be reproduced by the physical property of a wear-resistant covering layer, and can be suitably used for a paper feed roller represented by a retard roller, and a manufacturing method for the roller by forming the wear-resistant covering layer having the tensile strength of at least a predetermined value on an outer surface of the elastic roller having a skeleton structure of three-dimensional network without embedding the skeleton structure of the three-dimensional network. SOLUTION: The wear-resistant covering layer 18 with the tensile strength measured in accordance with JIS K 6251 being at least 4 MPa is formed on the outer surface 12a of the elastic roller 14 formed of a resin foam provided on the outer circumference of a core 12 of the required length and having the skeleton structure of the three-dimensional network without embedding the skeleton structure of the three-dimensional network.
