PROBLEM TO BE SOLVED: To provide a VDT fault hazard quantitative apparatus that can properly quantitate hazard of a VDT (Video Display Terminal) fault by an image signal in compliance with the interlace system. SOLUTION: An analog/digital converter section 100 receives a video signal P1 adopting the interlace system externally and applies analog/digital conversion to the video signal into image data D100 in the unit of fields. A field image signal extract section 110 does not distinguish a first field from a second field, extracts image data of each field while maintaining the time sequence of the fields and outputs the extracted image data as image data D120. A temporal low pass filter 130 applies temporal filtering processing to the image data D120. A field/frame memory 140 temporarily stores the image data D120 and outputs the data as image data D140.
