PROBLEM TO BE SOLVED: To reduce the number of elimination processes in a post-process by preventing the generation of an excess part other than a product shape in the vacuum foam molding of foam such as a pad for a car seat or the like. SOLUTION: This manufacturing apparatus 10 is equipped with a mold 14 for forming a hermetically closed cavity 12, the suction part 37 provided to the mold and including an exhaust port 36 for sucking the gas in the cavity 12 provided to the mold, an ejector pump 18 for sucking the gas in the cavity from the suction part 39 to reduce the pressure in the cavity 12 and atmosphere opening piping 44 for opening the suction part 37 to the atmosphere. This manufacturing apparatus 10 is used to inject a foamable raw material in the cavity 12 and the foamable raw material is foamed while reducing the pressure in the cavity 12 by the ejector pump 18 and, when the cavity 12 is filled with foam F up to a predetermined height, the ejector pump 18 is changed over to the atmosphere opening piping 44 to once open the suction part 37 to the atmosphere before hermetically closing the cavity 12 to complete the filling with the foam F.
