In order to improve the feeling of comfort of a person in a room, the operation of a heating or cooling apparatus (10,12) is modulated about a target value. The target value is set by control means (72C) so that the average power consumed by the heating or cooling apparatus, during modulated operation, is less that would be the case if the heating or cooling apparatus were to operate unmodulated to heat or cool the room to an input desired temperature. Thus, the target temperature is set above the input desired temperature when cooling is required and below the desired temperature when heating is required. <MATH>
