PROBLEM TO BE SOLVED: To provide a toner supply roller by which an image quality is maintained high and the occurrence of toner clogging is prevented. SOLUTION: The toner supply roller 10 possesses a conductive elastic layer 12 provided on a core bar 11, and the conductive elastic layer 12 consists of the foaming body of open cells whose hardness is≤500 N, and has the air permeability of≥70 cc/cm<SP>2</SP>/sec and also has the sheet resistance of≤5×10<SP>4</SP>Ω.
