PROBLEM TO BE SOLVED: To provide a method for cutting a reinforcing fiber base material by which shape failure of a base material in operations such as transferring, trans-depositing and laminating is prevented from being generated, and a part where anti-fraying measures are taken does not cause a molding failure or strength deterioration even during molding, and to provide a method and a device for manufacturing a preform using the cutting method. SOLUTION: The method for cutting the reinforcing fiber base material comprises the steps to supply a thermoplastic resin material along a predetermined cutting pattern, and thus to fix tissue of the reinforcing fiber base material by heating the thermoplastic resin material and cut the base material.
