PROBLEM TO BE SOLVED: To realize high-quality stream distribution by performing access control on the basis of stream quality information grasped in real time so as to prevent the deterioration of a distribution stream quality.

SOLUTION: Messages of a connection request, a band change request, a retransmission request and a disconnection request from a client 1 to a stream distribution device 2 are traced by a software program incorporated in the stream distribution device 2, and the traced messages are sent to a stream quality management device 4, which statistically processes them in real time and evaluates the distribution quality of stream distribution to the client 1. The stream distribution device 2 receives quality control information from the stream quality management device 4, and performs access control based on the quality control information.
