<p><P>PROBLEM TO BE SOLVED: To provide a method by which stressed state of an underground pipe can be confirmed and, when the pipe is damaged, measures can be taken quickly at the time of executing construction work in an area of the pipe. <P>SOLUTION: An infrastructural engineering 1 belonging to a technical department of a corporation laying the underground pipe as an infrastructure, an infrastructural site 2 who witnesses the construction work at the job site as a representative of the corporation, the executing company 3 of the construction work, and a client 4 of the construction work become participants who make prior consultations, etc., through the Internet 10.
