PROBLEM TO BE SOLVED: To provide a cement composition which has excellent and stable fluidity, high compressive strength and excellent unshrinkable property and can supply a material other than water in a premixed state. SOLUTION: This cement composition contains the cement of high belite content, silica fumes, a cement dispersing agent containing as a principal component a polycarboxylic acid-based macromolecular compound having a polyalkylene glycol chain, a lime-based mixing agent or an organic shrinkage reducing agent, a substance for generating the pressure against the contractile force caused by the hydration reaction of the cement of high belite content and a fine aggregate having≥3.4 specific gravity and 0.5-1.5% water absorption.
