PROBLEM TO BE SOLVED: To provide a method for producing cement clinker or cement raw material and an apparatus thereof which does not cause the clogging of cyclone even if the concentration of chlorine in the raw material exceeds 5,000 ppm when performing the preheating/calcining of the raw material by utilizing a cyclone preheater. SOLUTION: In the method for producing cement clinker or cement raw material and the apparatus thereof, the raw material temperature in a bottom cyclone 4 of a suspension preheater is set to be the melting point of chlorine/ alkali components or less, thereby, the viscosity of the raw material is suppressed and the clogging of the cyclone 4 is prevented.
