SOLUTION: A code CL indicating the class to which pixel data of a target position in an image signal Vb belongs to is obtained. The coefficient class data of each class are stored in a bank 128. The coefficient class data are previously generated on the basis of a student signal obtained by processing an MPEG (moving picture experts group) 2 stream corresponding to a value of the parameter (p). A coefficient generating circuit 129 generates the coefficient data of an estimation equation in each class on the basis of the coefficient class data in each class and the value of the parameter (p). An arithmetic circuit 127 determines pixel data of the target position of the image signal Vb by the estimation equation, by using pixel data xi of a prediction tap and the coefficient data Wi read out with the code CL in a memory 126.
