<p><P>PROBLEM TO BE SOLVED: To provide a char circulation-type coal gasification power plant system that maintains a heating value in a coal gasification furnace constantly, so that stabilizes the gas heating value and the output power from a gas turbine and the like, and that increases the amount of the coal to maintain the heating value and the output power constantly until the char is generated at the starting time and is accumulated in a hopper. <P>SOLUTION: The system maintains the gas heating value and, consequently, a plant load constantly by charging coal in an amount of energy equivalent to the varying charging amount of char. At this time, the flow rate of an oxidizing agent such as air, oxygen and the like charged into the gasification furnace is set constant and only the amount of the coal is increased. The increased amount of the coal is controlled so that the ratio of the theoretical combustion air amount and the charged oxygen amount to the amount of combustibles, that is, the total amount of the coal and the char (furnace air ratio) becomes constant.
