PROBLEM TO BE SOLVED: To provide a system for portal management which merges paper media with an on-line system.

SOLUTION: The system for portal management is provided with: a server storage part 1100 which stores site specification information showing the location of a contents site and contents information showing the contents; and a server output part 1200 which provides a free paper magazine 100 in which the site specification information and contents information are published, and a mobile telephone 300 is connected to the contents site according to the received site specification information to provide the contents site, and thus paper surface information, web information are shared and created in advance to realize unified management of the contents information provided by the paper media and network, and the paper media and on-line system can be merged with each other to make information association efficient and facilitate secondary uses of access information, etc.
