<P>PROBLEM TO BE SOLVED: To provide a system capable of easily reporting the situation by a personal communication device, and properly and promptly responding thereto to prevent domestic violence, abuse and bullying. <P>SOLUTION: A home personal communication unit comprises a function as a transmitter capable of easily reporting the voice, characters, sentences and images, on the other hand, a receiver comprises a function for catching up and analyzing a degree of violence, abuse and bullying on the basis of the inputted information. The receiver recognizes the voice, characters, sentences and images, and digitalizes and indexes a degree of risk and a degree of abnormality on the basis of the accumulated number of times of the behavior, noise and the like representing the violence, abuse and bullying and the analysis of the contents. A person in charge such as a case worker, an intake worker, NPO and8 NGO promptly rescues a victim in accordance with the index as a result of the analysis of the situation.
