<P>PROBLEM TO BE SOLVED: To efficiently control a generator without the use of a speed sensor for the enhancement of reliability and the reduction of a cost. <P>SOLUTION: A wind turbine output computing portion 201 computes generator torque T<SB>gen</SB>from an estimated speed value ω#hat detected by a speed detector 7 and generator power P<SB>gen</SB>computed by a power computing unit 19. A wind power and speed estimator 202 computes a wind speed V<SB>wind</SB>from the generator torque T<SB>gen</SB>and the estimated speed value ω#hat. A maximum efficiency operation controller 203 computes a generator speed command W<SB>gen</SB><SP>*</SP>from the wind speed V<SB>wind</SB>. A generator speed controller 204 and a current command computing unit 206 compute current commands iγ<SP>*</SP>and iδ<SP>*</SP>supplied to the generator to operate the generator based on the generator speed command W<SB>gen</SB><SP>*</SP>computed by the maximum efficiency operation controller 203.
