PURPOSE: A system for extracting a poor TCE(Traffic Channel Element) is provided to store failed call data in a database if a call is abnormally completed, and to analyze the stored call data, then to extract a poor TCE from the analyzed call data, thereby taking necessary measures. CONSTITUTION: A wireless base station supplies a mobile communication service to a mobile terminal(110). An MSC(130) performs a switching process in connection with other network, processes transmitting and receiving calls applied from each BTS(122), and carries out a central control function in order to efficiently operate all BTSs(122). A BSM(210) collects state information or failed call data of the BTSs(122). A poor TCE extractor(220) extracts a poor TCE according to a poor TCE extracting program by using the failed call data. The poor TCE extracting program collects failed calls in TCE time zone by analyzing the failed call data, calculates factors for poor TCE extracting, generates poor TCE lists by applying poor TCE extracting algorithm, and automatically outputs the poor TCE lists.
