<P>PROBLEM TO BE SOLVED: To conduct formalities simply and in a short time without requiring the person in question to bring a personal identification document when conducting the formalities which require personal identification. <P>SOLUTION: The personal identification document sent from the person in question (10) who conducts the formalities to a management center (14) is registered with the management center side. (a). The management center (14) sends a password to the person in question (10). (b). On receiving a request made by the person in question to the management center (14) for issuing the personal identification document, the management center (14) sends an exclusive password effective only for a specific formalities object organization (12) to the person in question (10). (c). The specific formalities object organization (12) receives the exclusive password from the person in question (10). (d). The management center (14), on receiving the exclusive password from the specific formalities object organization (12), sends the personal identification document to the specific formalities object organization (12).
