<P>PROBLEM TO BE SOLVED: To store data of a user's terminal focusing attentions on disaster with regionality and taking account of the region of the user's terminal and the region of a management center's terminal. <P>SOLUTION: A control means 31 obtains the longitude/latitude of the user from a storage range 41b using information of the address of user information as attributes and obtains the longitude/latitude of the location of the management center's terminal 21 and the like. The control means 31 weighs respective storage means by giving them a priority order using the region of the user as a reference. The control means 31 determines the storage means located in the farthest place as a backup storage means.
