PROBLEM TO BE SOLVED: To provide a heat storage tank having high heat storage efficiency and a heat storage system using the same and having improved energy efficiency.

SOLUTION: The heat storage tank comprises cylindrical containers filled with cold storage agents or heat storage agents and uniformly arranged in no contact with one another, the gross cross section area of the cylindrical container being 70-80% of the cross section area of the heat storage tank in the cross section of the heat storage tank. Preferably, a heat or cold storage system and a heating and cooling method use the same.
