PROBLEM TO BE SOLVED: To provide a device and method making it possible to safely distribute and use contents via a network without damaging user convenience.

SOLUTION: Right-to-use information indicating a license as the right to use, which corresponds to contents, is stored in a license storage device (RHD). To use the contents, right information is output from the license storage device (RHD) to a contents using device (CPT) and further distributed to a content distribution server (CSS). The content distribution server (CSS) verifies the validity of the right information (Right) and transmits the contents corresponding to the right information (Right) to the content using device (CPT).
