PROBLEM TO BE SOLVED: To make it possible to sell data to a moving user any time.

SOLUTION: A user's side receiving terminal 101 is provided with a communication state detection part 106 for detecting a communication state with a seller's side data distribution device 100 and reports device identification data for specifying the receiving terminal 101 to the data distribution device 100 on the basis of the communication state. The data distribution device 100 comprises a stored state management part 104 for managing stored state data concerning the data storage state of the receiving terminal 101 in relation with the device identification data and a distribution data determining processing part 103 for determining data to be transmitted to the corresponding receiving terminal 101 and transmitting the data. Since a seller can store data required to be sold to a user in the receiving terminal 101 when communication with the receiving terminal 101 is available, the user can purchase the data any time.
