PURPOSE: A high corrosion resistant steel part used in a process of manufacturing steel parts including hydraulic and pneumatic piston rods showing superior corrosion resistance under severe corrosive environment caused by chlorine ions of water and brine, and a composite surface modification method for manufacturing the same are provided. CONSTITUTION: The high corrosion resistant steel part comprises an oxygen contained compound layer formed of oxygen contained ε-Fe2-3(C,N) phase or a mixture of ε-Fe2-3(C,N) phase and γ'-Fe4N phase on the surface of the steel part; and a chromium plating layer formed on the oxygen contained compound layer. The complex surface modification method comprises a step (a) of nitriding or nitrocarburizing a steel part, forming an oxygen contained compound layer formed of oxygen contained ε-Fe2-3(C,N) phase or a mixture of ε-Fe2-3(C,N) phase and γ'-Fe4N phase on the surface of the nitrided or nitrocarburized steel part, and mechanically finish treating the oxygen contained compound layer formed on the steel part; and a step (b) of forming a chromium plating layer by plating chromium on the mechanically finish treated oxygen contained compound layer, or mechanically finish treating the chromium plating layer after plating chromium on the mechanically finish treated oxygen contained compound layer.
