PURPOSE: Provided is a method for forming a molecular layer containing high density amine on an ITO(indium tin oxide) glass surface through a single process, wherein the produced ITO glass substrate can be used for a biochip, an organic EL or a polymer EL. CONSTITUTION: The method for forming the molecular layer containing the amine on the ITO glass surface comprises the step of reacting a nucleophilic functional group of the ITO glass surface with aziridine or an aziridine equivalent directly in the presence of an acid catalyst for 10 minutes to 30 hours by heating at 50-120deg.C, wherein the nucleophilic functional group is a hydroxy group and the aziridine equivalent is haloethyl amine.
