<P>PROBLEM TO BE SOLVED: To provide a cover for lighting capable of providing a three-dimensional stage effect by a pattern glowing in the dark when the lights are turned off and a luminaire using the cover. <P>SOLUTION: In the cover for lighting, a luminous layer 2 mixed with a luminous agent is provided on one face of a cover base material 1, the luminous layer 2 is formed in a predetermined pattern 3, and the pattern 3 can be recognized when a lamp 5 is turned off.
