<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that reduces graininess and expresses smooth gradation in every gradation area, in particular, an intermediate gradation area. <P>SOLUTION: The image forming apparatus that forms a color image by superposing toner images of respective colors onto a transfer medium includes: a developing means which forms an image with light toner and dark toner based upon image data about one of the colors; and a data converting means which converts the image data about the one color into image data for the light toner and the dark toner.
