PROBLEM TO BE SOLVED: To efficiently execute operations from the preparation of a document to the examination/approval, disclosure and registration of the document by displaying a prepared document on the picture of a document preparer terminal with the history of examination/approval.

SOLUTION: A document management server is provided with a distributing means which distributes examination/approval application information for requesting the authorization/non-authorization determination of the examination/approval of a document prepared by a document preparer terminal and the prepared document to a manager terminal, and when it is determined that the document is approved as the result of the authorization/non-authorization determination, distributes the disclosure request information of the prepared document from a manager terminal to the document preparer terminal and a registering means which registers the prepared document being the application target of examination/approval in a data base as a formal document when the document preparer executes disclosure processing based on the disclosure request information.
