PROBLEM TO BE SOLVED: To provide a system that promotes submission of near-miss reports and reliably deals with and follows up the submitted near-miss reports.

SOLUTION: A registration part 116 creates an analytic near-miss report with user identification information added and stores it in an analytic near-miss report storage part 132, and also creates a public near-miss report without information about user identification and stores it in a public near-miss report storage part. Data in the analytic near-miss report storage part 132 are used by a data analysis part 138 for typically analysis of actual near-misses.
