<P>PROBLEM TO BE SOLVED: To enable delivery request for mail in a place other than usual mailbox to improve convenience and collect and deliver mail by the same mail carrier in a collection and delivery region for mail. <P>SOLUTION: This collection and delivery management system for mail is composed of a server 12, locker devices 3 to 6 serving also as mailbox capable of communicating with the server through a network 11 and used in delivery request and delivery of mail, and a portable terminal unit 14 carried by the mail carrier. The locker device is provided with a plurality of lockers storing mail whose delivery is requested and mail to be delivered and a card reader reading a certification card. When the card reader reads the regular mail carrier certification card, the locker storing mail whose delivery is requested is opened. When the card reader reads the regular individual certification card and a personal identification number is inputted, the locker storing delivered mail is opened. The portable terminal unit registers mail whose address is within a collection and delivery region, registers completion of delivery of the registered mail, and transmits the registered contents to the server.
