<P>PROBLEM TO BE SOLVED: To provide a non-contact IC card application system and its control unit capable of preventing unauthorized use such as reproduction of a non-contact IC card. <P>SOLUTION: This non-contact IC card application system is provided with control information storage parts 44, 46 connected to an application device 60 and a non-contact IC card read-write unit 50 and storing control information for carrying out an application, operates the application device based on the information and reads/writes data in the non-contact IC card.
