The device has a support defined by a vertical bar (2) mounted on a base plate, and three hoops (3, 30, 31) fixed on the bar. The hoops are fixed on the bar using a solidarisation foot (4) that is fixed on the bar by screwing in order to adjust height of the hoop and distribute the hoop around the bar. An elastic cord passed around the hoop fixes a garbage bag on the hoop.
