<P>PROBLEM TO BE SOLVED: To provide a structure for dynamically reflecting various kinds of environments in a portable device, as opposed to access control to the portable device which functions as a server. <P>SOLUTION: The portable device generates policy information for deciding whether a server program to be performed by the portable device receives or reject a connecting request sent from a client unit. The server program updates the connecting request arbitrarily, in response to the environmental change of the portable device and sends the connecting request to a gateway unit.
