A system and a method for controlling an event environment between terminal clients and a terminal server connected to the network are provided to efficiently reduce server load by making a server application program executed on a client terminal through the network equally operated as an execution operation of a local computing environment of each client. A client system(300) comprises a terminal client(320) generating a terminal session and a terminal manager(330). The terminal manager sets connection with the terminal server by receiving connection information of a server system(200), applies generation of multiple application program display windows(310) by a client request, and position/size of the display window and event change information such as generation/migration/maximization/minimization of the window received from a terminal server manager(210), and copies/outputs change contents of the application program to the terminal client. The server system comprises the terminal server manager, and a window server(220) processing/controlling the client event transmitted through the application program and managing the terminal session.
