<P>PROBLEM TO BE SOLVED: To provide a compact exhaust heat recovering and reforming device with structure for suppressing generation of thermal stress and simplified assembly and suppressing work, allowing easy exchange of reforming catalyst, and to provide its assembly method. <P>SOLUTION: The exhaust heat recovering and reforming device is contained in a reformer main body 40, supplies fuel mixture gas, formed by adding steam to fuel to a reforming tubes 22 filled with a catalyst, has exhaust heat gas supplied from a gas turbine as heat source and reforms the fuel mixture gas to fuel gas rich in hydrogen under catalytic action of the catalyst.
