<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus in which in the case of a high humidity environment, the position of the transfer member is set upstream in comparison to the case of a low humidity environment in order to decrease transfer current (transfer bias), and thus the transfer bias (transfer current) is decreased. <P>SOLUTION: The image forming apparatus includes a developing means for forming toner images on image carriers 1Y, 1C, 1M, and 1K, and a transfer means 103 for transferring the toner images on the image carriers 1Y, 1C, 1M, and 1K onto a transfer material P by the application of bias.
