<P>PROBLEM TO BE SOLVED: To discharge a smoothing capacitor connected with a switching circuit fully without requiring any special discharge circuit. <P>SOLUTION: Since a smoothing capacitor 15 connected to the DC side of first and second switching circuits 13 and 14 is discharged by turning a DC-DC converter 20 on and then charging an auxiliary battery 37, charges in the smoothing capacitor 15 can be utilized effectively to the maximum. When the voltage of the smoothing capacitor 15 detected by a voltage detecting means 35 lowers blow a predetermined level to cause malfunction of the DC-DC converter 20, at least one of the first and second switching circuits 13 and 14 is driven and charges in the smoothing capacitor 15 are consumed by at least one of a motor/generator 12 and an LC filter connected to their AC side.
