In a cover for licence plates it is known to enclose the perimeter of the licence plate with corresponding holes to attach with screws to the vehicle. In this invention the licence plate cover is secured to the vehicle in the open position using screws. The licence plate is then placed in the cover flat against the back plate. A keyed locking mechanism is incorporated in th e cover door and the cover such that once closed and locked the plate is secured in the holder which is then irremovable from the vehicle. The door may have anti-glare plexiglass installed to secur e decals located on the licence plate.
