<P>PROBLEM TO BE SOLVED: To provide an electronic coupon issuing device which is convenient to a user of a second issuing destination to which an electronic coupon is issued. <P>SOLUTION: A user state collection-and-management part 15, for example, obtains the position of an acquaintance B using a cellular phone terminal 22 according to a request from a cellular phone terminal 21 used by a user A. When the acquaintance B is in a certain range from the position of a store, the collection-and-management part 15 prepares an acquaintance list including the acquaintance B.
