<P>PROBLEM TO BE SOLVED: To provide a working condition management system using an RFID (Radio Frequency Identification) and a management device for the purpose of achieving a working target voluntarily declared by an employee. <P>SOLUTION: The working condition management system for managing the working hours and entry of an RFID carrier by a reader provided on the entrance of facilities is provided with the plurality of RFIDs, the reader provided on the entrance or exit of the facilities for reading ID information from the RFID, the management device for managing the working hours declared from the carrier, being connected to a plurality of RFID readers and transmitting prescribed information to the RFID, and an issuing device connected to the RFID management device for issuing the RFID.
